CIP 164 Hermosa Avenue Green Street
Project Information
The Cities of Hermosa Beach, Redondo Beach, Manhattan Beach, and Torrance (Beach Cities) make up the Beach Cities Enhanced Watershed Management Program (EWMP) group. The Beach Cities EWMP Plan identified green streets as an integral Best Management Practice (BMP) in eliminating dry weather surface discharges and reducing the volume of runoff by capturing the 85th percentile runoff from entering the Herondo and 28th Street storm drains. The Beach Cities Green Street Project (Project) aims to address Total Maximum Daily Loads (TMDLs) and water quality priorities in the Santa Monica Bay by adding green street elements throughout several locations in the South Bay.
The Project is being implemented by the City of Torrance on behalf of the Beach Cities EWMP group to meet water quality goals as identified in the Beach Cities EWMP and as required by the MS4 Permit. The Project will reduce pollutant loading within the City of Hermosa Beach (City) by capturing and infiltrating wet- and dry-weather runoff through BMPs. The area is the neighborhood that drains to Hermosa Avenue, from Herondo Street to 6th Street. The general concept of the Project involves diverting surface runoff before it enters a local catch basin and infiltrating the runoff through pervious concrete. The Hermosa Avenue Green Street will incorporate a variety of green street elements such as permeable pavement, and trees in medians.

CIP 105 Annual Street Improvements and CIP 695 Parking Lot A Improvements
Project Information
This project consists of pavement rehabilitation of streets including paving and striping of approximately 2 miles of roadway. Along with the construction of new curb ramps on the selected streets, improvements include reconstruction of sidewalks to address barriers to accessibility such as areas that are deteriorated, or non-compliant with standards. This project helps further the goal of providing a safer and accessible path for pedestrians within the right-of-way to meet American with Disabilities Act (ADA) and the latest federal standards. Streets have been selected based on Pavement Condition Index (PCI) assessments and field observation by engineering staff, with consideration of complaints and suggestions submitted by residents and in coordination with planned utility projects. The project also includes enhancements to bicycle markings, including the installation of limited green bicycle markings on Pier Avenue to enhance visibility; installation of a new bicycle lane along Pier Avenue eastbound from Ardmore Avenue to Pacific Coast Highway; and the addition of green backed sharrow pavement markings along Valley Drive between Pier Avenue and Herondo Street.
The City’s contractor, Hardy and Harper, Inc was awarded a construction contract at the February 25, 2025 City Council meeting.
This project is partially funded by the Rubberized Pavement Grant Program from CalRecycle and 12,750 California waste tires were diverted from the waste stream by this project.
Current Schedule Information (updated July 17, 2025)
Pier Avenue Summary
The paving work was completed the week of April 21st. The partial permanent striping work has been completed in May 2025.
The following details the currently anticipated schedule along Pier Avenue, which is subject to weather conditions, material supply, and final confirmation from the City’s contractor.

Parking Lot A Summary
The paving work has been completed on Parking Lot A. The partial permanent striping and trash enclosure fence work have been completed for May 2025. The City is doing its utmost to minimize impact. Here’s what to expect:

Construction Description

- Work: Stripers to complete remaining striping work: Parking “L” and “T”, stop bars and legends, red curb.
- Minimal impact to parking and traffic.
- No parking where signs posted.
NOTE: If a construction notice lists a date range as "tentatively scheduled," the actual start date may change. This often happens because contractors are working on multiple areas at once and may move faster or fall behind schedule. The most reliable indicator that work is about to begin is the appearance of posted "No Parking" signs in the area. These signs will reflect the confirmed schedule.

The contractor will coordinate with adjacent businesses to ensure deliveries and trash storage can still occur within the construction zone.
