CIP 164 Hermosa Avenue Green Street

 

Project Information

The Cities of Hermosa Beach, Redondo Beach, Manhattan Beach, and Torrance (Beach Cities) make up the Beach Cities Enhanced Watershed Management Program (EWMP) group.  The Beach Cities EWMP Plan identified green streets as an integral Best Management Practice (BMP) in eliminating dry weather surface discharges and reducing the volume of runoff by capturing the 85th percentile runoff from entering the Herondo and 28th Street storm drains.  The Beach Cities Green Street Project (Project) aims to address Total Maximum Daily Loads (TMDLs) and water quality priorities in the Santa Monica Bay by adding green street elements throughout several locations in the South Bay.

 

The Project is being implemented by the City of Torrance on behalf of the Beach Cities EWMP group to meet water quality goals as identified in the Beach Cities EWMP and as required by the MS4 Permit.  The Project will reduce pollutant loading within the City of Hermosa Beach (City) by capturing and infiltrating wet- and dry-weather runoff through BMPs.  The area is the neighborhood that drains to Hermosa Avenue, from Herondo Street to 6th Street.  The general concept of the Project involves diverting surface runoff before it enters a local catch basin and infiltrating the runoff through pervious concrete. The Hermosa Avenue Green Street will incorporate a variety of green street elements such as permeable pavement, and trees in medians.

Project Status:

Construction began on February 2nd and is projected to finish late April 2026.

 

 

CIP 105 Annual Street Improvements and CIP 695 Parking Lot A Improvements (Completed)

 

Project Information

The Annual Street Improvements and Parking Lot A Improvement project was completed in July 2025. The city awarded the project to Hardy and Harper, Inc. of Lake Forest, CA as its prime contractor. This paving project covered various areas within the city, which included main arterials such as Pier Ave., Valley Drive, and local residential streets such as 16th St., Ocean Dr., 15th St., Power St., and the City Parking Lot A on Hermosa Ave. 

The project included approximately 6,000 tons of rubberized hot-mix asphalt were used for this project. 2" thick asphalt was paved at the locations listed above. Additionally, the scope included significant safety and drainage improvements: upgrading 20 ADA ramps, reconstructing 830 feet of concrete curb and gutter and repairing 5,300 square feet of sidewalk. 

This project is partially funded by the Rubberized Pavement Grant Program from CalRecycle and 12,750 California waste tires were diverted from the waste stream by this project.
