The City encourages individuals to continue to take advantage of City services available online or by phone and email where possible. For services that cannot be provided by phone, email, or online, you are welcome to visit City Hall in-person.

Right of Way Permit

Please note, your application will not be considered until all necessary forms are completed and all request documents are received. In order to ensure the requested permit is issued when requested, please submit the ROW Permit Application a minimum of 1-2 weeks prior to your work commencement. 

A Right of Way Permit is required for following work in and use of the ROW:

 Street Excavation Permit *  Miscellaneous Use (14 Day)  Miscellaneous Use (1 Day)

 Street/Lane Closure  Material Storage/ Drop-Off
 Curb & Gutter  Temporary Fence  Crane
 Sidewalk  Scaffolding  Concrete Truck

 Sewer Cap  Dumpster  
 Sewer Lateral  POD  
 Street Pavement Cut  Staging  

 *Street Excavation Permits require a Public Works Inspection

Any "No Parking Tow Away" sign received with a permit must placed 72 hours before its effective date and time. These signs are not enforceable until they have been in place for 72 hours, 

Requirements for obtaining a ROW Permit

  • Proof of State Contractor's License (learn more about Contractor License requirements)
  • City Business License (for all permits except Moving Van)
  • Proof of Commercial Liability Insurance naming the City as Additionally Insured (sample)
  • Traffic Control Plans (required for Utility permits OR any work that requires street or lane closure)
  • Work Area Plans (required for Utility permits)

ENCROACHMENTS

Encroachment permits allow residents or business owners to enter an agreement with the City for on-going private use of the right-of-way. The City retains the right to revoke an encroachment permit at any time.

PARKWAY TREE PLANTING, MAINTENANCE & REMOVAL

Residents must apply for a permit to plant, prune, or remove trees from city parkways adjacent to their property. Applications to remove a tree with a trunk diameter greater than 12 inches must be approved by the Public Works Commission (municipal code).

Public Works issues permits for banners placed in the right-of-way. For signs and banners placed on private property, please contact Community Development

SIDEWALK VENDING

In April 2019, the City Council passed an Ordinance to allow Sidewalk Vending only by permit in allowed areas (municipal code).
