City Council adopted PLAN Hermosa on August 22, 2017. PLAN Hermosa sets a long-term vision and provides policy direction and guidance to residents, City staff, decision-makers, and the community on:
- What investments we make in our infrastructure;
- How we preserve our small town character and historic buildings; and
- Identifying where changes are needed to grow our economy and create local jobs.
Within PLAN Hermosa, goals and measurable actions have been established that will help us achieve our long term vision as a community that values our small beach town character, vibrant economy, and healthy environment and lifestyles through seven key elements:
- Governance
- Land Use + Design
- Mobility
- Sustainability + Conservation
- Parks + Open Space
- Public Safety
- Infrastructure
The certified Housing Element 2021-2029 is a key component of the General Plan, which was adopted separately and is available here.

Program Environmental Impact Report (EIR) - PLAN Hermosa
The Final Environmental Impact Report (EIR) Volumes I and II together with the Draft EIR and Appendices comprise the Final EIR for PLAN Hermosa (Section 15132 of the California Environmental Quality Act).
The Executive Summary of the Mitigation Measures is provided as a separate document for ease of reference and should be used in conjunction with the Final EIR, Draft EIR, and relevant Appendices.

Current Status of PLAN Hermosa Implementation
The City of Hermosa Beach is currently working on updating the Zoning Code and integrating the Local Coastal Program into PLAN Hermosa.
