IN-THE-ZONE is the continuation of a two-phase effort to comprehensively update Title 17 Zoning Ordinance and Title 16 Subdivisions Ordinance of the Hermosa Beach Municipal Code.

This effort follows the City’s adoption of PLAN Hermosa in 2017, which expressed the community’s long-range goals for the future of Hermosa Beach. IN-THE-ZONE is intended to create a flexible, user-friendly set of land use and development regulations that serves as an effective tool to implement the community’s vision articulated in PLAN Hermosa.

While PLAN Hermosa, the City’s General Plan, sets forth a wide-ranging and long-term vision for the City, the Zoning Ordinance specifies how each individual property can be used to achieve that vision. Zoning is the body of rules and regulations that control what is built on the ground, and what uses occupy buildings and sites. Zoning determines the form and character of development, such as the size and height of buildings, and also includes provisions to ensure that new development and uses will fit into existing neighborhoods by establishing the rules for being a “good neighbor.”

The process is anticipated to continue throughout 2024. The project will draw on the assessment recommendations of the first phase of the project. New and updated regulations will be drafted for review and consideration and revised, based on input received. The community is encouraged to participate throughout the process. The 2021-2029 Housing Element Update is one element of the General Plan and calls for the City to rezone properties to allow for additional housing. On August 1, 2024, the California Housing and Community Development Department (HCD) certified the City's Housing Element.
