To encourage the creation of larger, more efficient development sites, the City of Hermosa Beach offers a Lot Consolidation Bonus for qualifying multifamily residential projects.
Eligibility
Projects must:
- Be located in zones R-3, C-1, PF, SPA-11, or within the Housing Element Sites Inventory Overlay (--HE).
- Meet the minimum requirements for a density bonus under HBMC Section 17.42.100.
- Combine two or more parcels into a single building site.

Note: This bonus is applied before calculating any additional density bonus under Section 17.42.100.
Additional Incentives
- Small Projects (fewer than 5 units or senior housing with fewer than 35 units) may qualify for reduced parking and lot development standards.
- Expedited Processing is available for lot consolidation applications submitted with other land use entitlements—at no additional cost.
Affordability Requirements
All projects receiving this bonus must comply with the affordability restrictions outlined in Section 17.42.100(E).
