How to submit applications, plans and resubmittals

California Building Standards Code Update

The City of Hermosa Beach has adopted the 2025 California Building Standards Codes, effective January 1, 2026.

A project vests to the building code edition in effect at the time a complete building permit application and building plan submittal are received. Planning approvals do not establish building code vesting.

To vest under the current code, a complete building permit application and building plan submittal must be received by Wednesday, December 31, 2025 at 11 a.m. Completeness requires all required plans and supporting documents, fully completed permit forms, and full payment of building plan review fees. Applications not complete by this deadline will be reviewed under the 2025 codes.

Concurrent Development Reviews:  The City is implementing improvements that closely match surrounding jurisdictions and has implemented concurrent plan review.  Concurrent plan review has been implemented to improve review timeframes and to streamline the development review process.  All submittals are being reviewed concurrently by Planning, Building, and Public Works (if needed). 

If you would prefer to not take advantage of the concurrent review process, we do offer a Preliminary Planning Review Service.  A Preliminary Planning Review is a submittal that is only routed to Planning and includes one review and round of comments by Planning.  If you would prefer to utilize the Preliminary Planning Review option please do let us know.  This service is a reduced rate of approximately $200.00.

Online Submittals: Our Accela Citizen Access (ACA) now has the ability to receive submittals for Residential Rooftop Solar Installations.  This service gives applicants the ability to submit their plans for plan review, gain an approval online, complete their payment online, and have the permit issued all on line. Email Submittals: All Community Development applications can be emailed to: communitydevelopment@hermosabeach.gov.  Please include the project address in the subject line.

Digital Plan Check Submittals:  At the time of the submittal, payment for plan check fees will be required before routing can begin. Once the application is received, the fees can be calculated.  Digital plan submittals for small projects can be submitted via email or downloadable link; larger submittals can be submitted in person via a USB drive.  Files must be in a PDF flattened format. Digital submittals allow for a more efficient plan review and Digital submittals are highly encouraged.

Resubmittals and Revisions:  Responses to comments that require a resubmittal of plans, and plan revisions, can be accepted digitally, and they must meet the requirements listed above.  All resubmittals require a narrative response, and all revisions must be clearly marked and "bubbled".  AP-023 Plan Revision or Resubmittal
