Beginning in March 2024, Hermosa Beach residents and businesses will have 100% clean energy provided through Clean Power Alliance (CPA). At its October 11, 2022 meeting, City Council voted to join the CPA along with 37 other agencies in Los Angeles and Ventura counties in offering community choice energy to residents and businesses. The 100% Green Power option is the default choice for electricity customers in Hermosa Beach, as selected by City Council.
No action is required for residents and businesses to enroll in CPA’s 100% Green Power rate option, which provides 100% renewable content and gives the opportunity to join the City of Hermosa Beach in our commitment to resource efficiency.
A key benefit of the City’s participation in the program is that it provides choice for customers. If 100% Green Power is not the right fit for your family or your business, you can change your service by selecting one of CPA 's three rate options:

Lean Power, which provides 40% renewable energy content

Clean Power which is 50% renewable energy content

100% Green Power, which provides 100% renewable energy content (default enrollment)
You can also chose not to participate in the program and “opt out” of the service entirely. By opting out, customers would be choosing to stay with Southern California Edison (SCE). A 12-month waiting period would apply before customers could to return to CPA in the future. Rate information is available on CPA’s website.

What is Clean Power Alliance?
Clean Power Alliance (www.cleanpoweralliance.org) is a nonprofit entity, formed through a Joint Powers Authority (JPA) made up of 38 public agencies across Los Angeles and Ventura counties-including Hermosa Beach-working together to bring clean, renewable power choices to our communities.
How Does it Work?
The CPA purchases electricity on our behalf and delivers through the City's existing utility grid, run and operated by Southern California Edison.
You will continue to get your monthly bill from SCE and will submit payment directly to them. There will be a line item on your bill that shows "generation charges" indicating the payment made to the Clean Power Alliance. There will not be a separate bill for CPA-related charges.
Does Clean Power Alliance offer special energy rebate programs and/or bill assistance?
Yes, almost all SCE programs will still be available to Clean Power Alliance customers. Furthermore, the CPA will offer separate programs for its customers in addition to the existing programs offered by SCE. Additionally, the City of Hermosa Beach recently reopened its newly refurbished and fully-electrified Clark Building! Constructed in 1936, the building houses a ballroom, storage rooms, restrooms, a small stage, and a commercial kitchen. The building has been used over the years for nonprofit, school, community, and other civic organization meetings and gatherings, as well as private parties. Clean Power Alliance helped fund the full electrification of the building, including the installation of an electric stove and heat pump. Funding from CPA was provided through its Energized Communities program that gives financial support to CPA’s partner communities to implement electrification projects that make cities cleaner and more sustainable.
