2025 Local Hazard Mitigation Plan

 The City of Hermosa Beach has completed its 2025 Local Hazard Mitigation Plan (LHMP), which identifies the natural hazards facing the community and establishes long-term strategies to reduce risk to people, property, infrastructure, and the environment.

The LHMP was developed in accordance with the federal Disaster Mitigation Act of 2000 and includes extensive coordination with City departments, partner agencies, stakeholders, and the public. Maintaining a FEMA approved LHMP allows the City to remain eligible for a variety of pre-disaster and post-disaster hazard mitigation grant programs.

What is a Local Hazard Mitigation Plan?

A Local Hazard Mitigation Plan is a framework that guides our community in making decisions and developing policies to reduce or eliminate risks to life and property. The plan identifies the types of hazards that threaten our community, evaluates our vulnerability to those threats, and outlines a strategy to reduce or eliminate the risk posed by those threats. This plan is required to be updated every five years.

Why is the Plan Important?

The Federal Disaster Mitigation Act of 2000 requires that a community have an approved hazard mitigation plan to be eligible to apply for and receive certain types of Federal Emergency Management Agency (FEMA) hazard mitigation funds. Receipt of these funds can be critical to the implementation of identified hazard mitigation programs that break the cycle of disaster, damage, restoration, and repeated damage. 

Why the Plan Matters

The Local Hazard Mitigation Plan helps Hermosa Beach:

• Reduce the long-term impacts of natural hazards.
• Improve community resilience.
• Prioritize mitigation projects and investments.
• Maintain eligibility for FEMA Hazard Mitigation Assistance grant funding.
• Support compliance with California AB 2140, which can increase state reimbursement for eligible disaster recovery costs when applicable.

Public Participation

The 2025 LHMP was developed through a collaborative planning process that included City departments, regional partners, community stakeholders, and opportunities for public review and input. Community participation remains an important part of future updates to the plan.
