🏖️ Approved Three 2026 Special Events (Video Timestamp 2:06:28)
Council approved three new special events on the 2026 Special Events Calendar: Beach Collegiate National Training Block, Beach Tennis Tournaments and Out of System 4 Eyes Tournament.

🅿️ Updated Residential Parking Permit Program (Video Timestamp 2:13:39)
Council took several key actions as part of its ongoing review of the City’s residential parking permit program:
✅ Approved Fourth Permit Eligibility: Council voted to allow residents to obtain a fourth permit if the number of household drivers exceeds on-site parking spaces, verified via a signed affidavit under penalty of perjury and a two-year permit privilege ban.

🔙 Directed Staff to Return on Outstanding City Fees Policy: Council directed staff to draft policy language that, if approved during a subsequent meeting, would prevent residents with unpaid City fees from obtaining parking permits.

🔙 Directed Staff to Close Utility Bill Loophole: Council directed staff to bring back options to close a loophole that allows non-resident property owners to obtain parking permits using a utility bill as proof of residency.

Council voted to expand the Hermosa Beach Museum’s use of the lower level of the Community Center’s south wing, subject to renovations funded by the Museum, and extended its agreement by ten years.

Council approved MOU changes with Teamsters Local 986 to maintain the bilingual premium amounts two employees received before July 1, 2025, instead of grandfathering in a 5% premium.

📝 Approved Amendment to Citation Processing Services Agreement (Video Timestamp 5:20:18)
Council increased its citation processing services agreement with Turbo Data Systems to $280,200 in response to higher parking enforcement activity, a move expected to yield the City $17,000-$22,000 in annual net savings and revenue.
