Citing anticipated budget constraints, rising operating costs and ongoing demands on City services, Hermosa Beach City Council voted during its June 23, 2026 meeting to accelerate the City’s parking citation penalty schedule and increase late-payment penalties for unpaid parking citations.
Under the new parking citation schedule that takes effect on August 1, 2026, most common parking violations, including expired meters and time-limit citations, will be set at $75. Street sweeping fines will be set at $55. In updating the schedule, Council accelerated the final phase of a three-year rate schedule previously approved in September 2025, bringing these price increases into effect one year ahead of the previous plan.
During the same meeting, Council updated the City's late-payment penalties to encourage timely payment by replacing the current flat $30 delinquency fee with a late fee equal to 100 percent of the original fine. An unpaid $75 citation, for example, would carry a $75 late fee, bringing the total to $150 if left unresolved within 29 days of issuance.
“Parking is a limited resource here in Hermosa Beach, and these updates reflect that reality,” said Mayor Mike Detoy. “Bringing our parking citations and late-payment penalties in line with neighboring cities means new revenue going directly towards services residents and businesses depend on every day.”
Together, these two latest changes are projected to generate between $350,000 and $450,000 in additional annual General Fund revenue, helping the City address projected budget constraints without cutting services. Before these adjustments and the 2025 schedule update, parking citation penalties were last increased by $3 in both 2009 and 2010 due to mandated statewide pass-through increases, with all additional revenue from those changes going directly to the State.
