City Manager's Report

FY 2026-27 Budget/CIP Study Sessions Continue

Thanks to everyone who participated in our Budget Kick-Off meeting this past Tuesday! This was the first of seven scheduled meetings to discuss the City’s Budget and Capital Improvement Program (CIP). On May 5, there will be a joint meeting between the Parks and Rec and Public Works commissions to review the City’s CIP. On May 12, City departments will present their individual budgets to Council, with another Budget study session scheduled for May 26. On May 28, the Council will review the CIP recommendations made by the Parks and Rec and Public Works commissions. Another Budget study session is scheduled for June 9, with final adoption of the Budget scheduled for June 23rd. The City faces significant fiscal challenges which will require a mix of spending reductions and revenue enhancements to maintain our quality of life. Everyone is encouraged to participate in this process.

City Survey

No, that wasn’t spam that some of you received. The City recently conducted a statistically valid sample survey regarding community concerns, the quality of life in Hermosa Beach, community spending priorities, and whether the electorate would support a 1% sales tax increase to address the City’s fiscal challenges. True North Research, Inc., put the survey together and has done so for many cities, including Manhattan Beach. The survey cost $25,000 and was approved under the City Manager’s spending authority. Councilmembers were advised of the survey and its purpose prior to its launch. 519 interviews were completed by phone, text, and email to create a stratified random sampling for a balanced representation of the Hermosa electorate. This is actually a high number of responses which lowered the margin of error to around 4%. The survey was not announced ahead of time based on best practices according to True North to avoid skewed responses. The results of the survey are schedule to be presented to Council and the public at the May 26th Council meeting.

Basketball Hoops Open Again

Yes, the Kelly Courts basketball courts are open for use again, but so are the hoops on the west side of Clark Field. Thanks to your Parks and Rec Commission, City Council, and your Public Works Department, the city reconfigured the hoops for youth shoot-around practice. There are now two 9 ft hoops and one 8 ft hoop for budding basketball stars to practice on.
