NOTICE OF ADOPTION AND SUMMARY ORDINANCE NO. ORD-24-1474

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, AMENDING THE HERMOSA BEACH MUNICIPAL CODE TO IMPLEMENT THE LAND VALUE RECAPTURE PROGRAM FOR AFFORDABLE HOUSING AND DETERMINE PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT THAT THE PROJECT IS CONSISTENT WITH THE PLAN HERMOSA ENVIRONMENTAL IMPACT REPORT

NOTICE IS HEREBY GIVEN that on January 23, 2024 the City Council of the City of Hermosa Beach (“City”) adopted Ordinance No. ORD-24-1474.
Ordinance No. ORD-24-1474 adds section 17.39.050 and amends certain sections of Title 17 (Zoning) of the Hermosa Beach Municipal Code to establish a Land Value Recapture Program and determines that the ordinance is consistent with Plan Hermosa environmental impact report. This ordinance creates required a certain percentage of affordable housing development depending on the size of the development, or payment of a fee, for sites that are designated as (--HE) that have underlying non-residential zones that propose residential development. The fee amount is set by resolution of the City Council.

Ordinance No. ORD-24-1474 was introduced for first reading by the City Council of the City of Hermosa Beach at its regular meeting held on December 12, 2023, and adopted on January 23, 2024 by the City Council of the City of Hermosa Beach by the following vote: AYES: Councilmembers Detoy, Saemann, Jackson, Mayor Pro Tem Francois, and Mayor Massey; NOES: None; ABSTAIN: None ABSENT: None

The Ordinance will take effect thirty days after its adoption pursuant to California Government Code section 36937, or upon certification of the City's 2021-2029 Housing Element (6th Cycle) by the California Department of Housing and Community Development, whichever is later.
