NOTICE OF ADOPTION AND SUMMARY OF ORDINANCE NO. 23-1467 

AN ORDINANCE ADDING CHAPTER 3.14 TO BECOME SUBJECT TO THE UNIFORM PUBLIC CONSTRUCTION COST ACCOUNTING ACT (UPCCAA OR ACT) FOR ALL PUBLIC PROJECTS, AMENDING SECTION 3.12.140 TO INCREASE THE CITY MANAGER’S AUTHORITY TO AWARD CONTRACT FOR MAINTENANCE SERVICES UP TO THE INFORMAL BIDDING LIMIT AND FINDING THE SAME EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT

NOTICE IS HEREBY GIVEN that on September 26, 2023 the City Council of the City of Hermosa Beach (“City”) adopted Ordinance No. 23-1467 to increase the city manager’s authority to award contract for maintenance services up to the informal bidding limit and finding the same exempt from the California Environmental Quality Act. 

Ordinance No. 23-1467 adds Chapter 3.14 to the Hermosa Beach Municipal Code providing for alternate bidding procedures for certain public works pursuant to the Uniform Public Construction Cost Accounting Act (UPCCAA). UPCCAA would allow the City some flexibility in the bidding and awarding of projects valued at $200,000 or less provided its provisions are followed. Further, the ordinance amends section 3.12.140 of the Hermosa Beach Municipal Code to increase the City Manager’s signatory authority for award of contracts for maintenance services up to the informal bidding limit in UPCCAA.

Ordinance No. 23-1467 was introduced for first reading by the City Council of the City of Hermosa Beach at its regular meeting held on September 12, 2023, and adopted on September 26, 2023 by the City Council of the City of Hermosa Beach by the following vote: AYES: Councilmembers Detoy, Saemann, Francois, Mayor Pro Tem Massey and Mayor Jackson; NOES: None; ABSTAIN: None ABSENT: None
